The District employs a competitive bid process. The most qualified bid will be accepted upon the proper approval. Cost is an important criterion in selecting a bid, however it is not the only criterion considered. Bids will be awarded to the most responsive, responsible, and qualified bidder. In determining a “qualified” bidder, the following elements will be considered:
- That the products/services offered provide the quality, fitness, and capacity for the required usage.
- That the bidder has the ability, capacity and skill to perform the contract satisfactorily and within the time required.
- That previous District experience with the bidder’s goods and/or services or other public agency experience with the bidder demonstrates the reliability and positive past performance of the bidder.
- That the cost of the products/services are reasonable with respect to other bids received.
The District requires that vendors providing any services to the District follow insurance and indemnification requirements as set out in each type of contract the District utilizes for these services. Insurance requirements vary per contract and will be clarified in any request for proposals (RFP) or the Invitation for Bids (IFB) sent out by the District. Evidence of insurance as required by the contract or service agreement must be obtained, reviewed, and accepted by the General Manager or his/her designee before work commences or services are rendered. A copy of the certificate of insurance will be kept on file at District offices.
